中国电信卡可以正常接收，但是用中国联通的卡只能手动切换4G模式才可以收到在5GSA模式下收不到发不出。

It seems to me that it is a problem of modem settings for a specific mobile operator, not the package itself. You would need to check with the at command whether the modem is receiving messages. Maybe the operator is also blocking this service?
