Openwrt packages feed has now "sms-tool" package: https://github.com/openwrt/packages/blob/master/utils/sms-tool/Makefile
No need to duplicate or overwrite it.

It depends on which version of OpenWrt you're using.

I'll remove package and send it back to you if someone with an older version reports an error that the package isn't there.
