Describe the bug
while logged in as admin user, it's not possible to give a new or existing user 'admin' privileges.

To reproduce
Steps to reproduce the behavior:
go to Users / Add New User / after filling the required fields, the checkbox 'User is an admin' can not be checked

Expected behavior
the possibility to give a new or existing user admin rights
