System: ProxMox LXC (Privileged, Nested) with Debian 10

I tried installing the precombiled archive and after running php artisan koel:init --no-assets it return following error:
In AppServiceProvider.php line 28: syntax error, unexpected 'fn' (T_STRING), expecting :: (T_PAAMAYIM_NEKUDOTAYIM)
I tried to apply common solutions found in the internet but it didnt work.
