This should be the official guide on getting this working, especially the part where his output shows yarn failing - I used his npm commands to successfully get node-sass to work after modifying v3.7.2's req to ~4.7.2. Then I removed yarn with apt and was able to get init to work. What a difficult project to get working. Please take some time to make it a little easier for those of us who don't mess around with node or php much. Thanks @vmario89, I would have given up without this.

This should be the ARM docker image - with option to use external postgres server :D
