Describe the Bug

When writing #1480 I noticed that if a user is not satisfied with its AI tags, they can modify their prompt but cannot trigger a refresh of their tags as it's only possible in the "background jobs" admin page. I do think that it should be possible on the non-admin side, and would then affect only the bookmarks of said user.

Currently if you're not an admin it's not possible to trigger a recrawl, regenerate tags, etc. You can't even see how many have failed.

Steps to Reproduce

Expected Behaviour

Users should have the right to manage jobs related to their own bookmarks.

Giving your users the ability to re-trigger inference for all of their tags might potentially be a bit too expensive for you as an adminstrator IMO.
