Describe the feature you'd like

Admins should have the ability to control which users have access to the AI tagging system, and the ability to enable and disable the feature based on user.

Describe the benefits this would bring to existing Karakeep users

Turning off AI tagging may be necessary for some users for privacy purposes (especially when using OpenAI).

Can the goal of this request already be achieved via other means?

Nope, since it is hardcoded.

Have you searched for an existing open/closed issue?

I have searched for existing issues and none cover my fundamental request

There are links that are only visible to the intranet for a reason.
