Steps to Reproduce

i just finished processing around 4k items fresh to empty the queue but some 300 items are put in the smart list as -is:tagged

smart list creation

bookmarks that failed to get crawled will skip inference and also be untagged. Also, we refuse to tag bookmarks that are showing 404, or dns errors etc. So most likely those 300+ links are broken links (aka failed to crawl)
