Describe the feature you'd like

The user can choose whether to automatically promote a tag to a human tag after editing its name or merging multiple tags into one.

Describe the benefits this would bring to existing Karakeep users

It's more practical to obtain a human tag to fully enjoy the advantages of #111.

Can the goal of this request already be achieved via other means?

Yes, this can currently be done by manually adding the tag you want to promote to a bookmark. This approach works well for one or two tags but becomes challenging when dealing with larger numbers.

Have you searched for an existing open/closed issue?

Let's track the promotion idea in #1704, I think it makes sense in general.
