Hi,

We're using these flags not only for countries, but to select locales/languages. For this to work we need the complete collection of locales, not just locales which correspond to existing countries.

Esperanto is an example of this.

PS: You've merged all our other commits, this is the only commit which differs now between your repo and ours (we've rebased on yours today). Keep up the great work :)
