This PR updates the Chinese locale file by adding missing translations for published docs and file upload related flows, along with a few other recently introduced UI strings.

Changes
- Added missing Chinese translations for published docs features
- Added missing Chinese translations for file upload related messages
- Filled in several other newly introduced locale keys
