https://github.com/hickory-dns/resolv-conf was bumped, but this crate is still depending on
0.7.0which results in an outdatedhostnamedependency.thanks.

We currently use resolv-conf 0.7.1 in Cargo.lock, and downstream projects can do the same. I don't think it's necessary to tighten the requirement range, so long as it includes the latest version.
