PagerDuty has an EU service region.

PagerDuty users can select betweeen US and EU service regions during signup
US and EU regions have different API endpoints for creating incidents, and, I'm assuming but not sure, different URLs for the Simple Install Flow.

We can use a single API endpoint – PagerDuty routes API requests to the correct service region on their end. Tested and confirmed working.
