F4" while in game to toggle the removal of the black bars.

I don't think I fully understand what you're asking for. I don't mind if you just want to write in French, I can translate it.
The F4 option is a toggle because some games with black bars don't always have them there.

Can you put the option in the launcher of the F4 option to remove the bars especially on PAL roms and others

The F4 option is there to remove letterboxing from widescreen (16:9) games. It has nothing to do with PAL, and it won't work properly in regular non-widescreen games.
The black area that exists in some PAL games is there in the original games as well, a result of how they ported those games from NTSC. Those black bars were also visible on the original TVs
