Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?

Describe the Bug
When there are 0 accounts, the Android UI forces the user to configure at least 1 account before it allows us to go into the "Import/export accounts" page.
Expected Behavior
The user should be able to import accounts even if there are 0 accounts.
The browser UI does not have this restriction.
