Thank you for taking the time to give feedback by opening this issue!
What you're seeing is neither XBEL nor HTML, it's the encrypted form of your bookmarks, as you have entered an encryption passphrase. If you want to be able to read your bookmarks in the synced file, you need to disable encryption by removing the encryption passphrase. I hope this helps.
