i cannot Connect the HTML to the CSS? Also please update the ReadMe section so that people clearly understand how to get these vectors to work?

Even though we could have more instructions.. but I think you might want to spend more time with HTML and CSS in general, before trying to use these flags.. not sure where people learn these days, but this one looks cool enough: https://www.codecademy.com/learn/web
