Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?

Anyone is free to contribute regardless of 'assignment', this is an open-source project!
To note though, no emoji sets have shifted to the recently adopted flag yet. There are no politics involved, we somewhat loosely follow the majority here (this is not an official stance, just an observation). The page does suggest that this may change in the near future, however (The link is a good read on why it hasn't changed already):
I will leave this open as the flag in most datasets may change soon, and if they do, we will follow suit.

It seems that there are plenty of governments in exile, and only Afghanistan's has been kept.

I would not close or resolve the pull request immediately, but I would leave it open until emoji sets begin to change to the current flag. The reasoning for that is to keep parity with the previously mentioned sets of icons, meaning icons are roughly identical between those sets and what is offered here for consistency.

Unicode Consortium will no longer accept proposals of Flag emoji of any category. So, you cannot now rely on emojis. Probably go on with Wikipedia?

I think you can simply use their flag SVG files on Wikimedia, convert them with ImageMagick or GraphicsMagick commands, or even employ an artificial intelligence to modify them online. Other missing flags like mentioned in https://github.com/lipis/flag-icons/issues/1067 are not going to be supported.

You can still rely on emoji sets. From the linked article:
The article is just saying there will not be new countries added - but flags for included countries can change in any emoji set - it’s up to each font designer.
Also, this project relies on official sources / definitions of flags - it’s better than Wikipedia and often recontributes and corrects Wikipedia.

I will close this for now, as we really don't know what to do.. even wikipedia says "the script is not standardized"..
Let's revisit this topic in the future..
