Quebec flag is missing, I know it's not a country but I found some flags which are not country but region

Hi, firstly I would like to say that you have done an amazing job. Secondly, I know you have closed already the issue but would it be possible to add this flag? We could add it was fr-ca. In some applications we identify the dialect of French from Canada with this flag.
Any thoughts?
