📄 Description

Fixes the flag issue of Niue (NU) described in #621.

I have used the flag images of New Zealand (NZ) as a base, changed the color to yellow, removed the stars, and then added the circle and stars on the Union Jack following the proportions of the flag on the English Wikipedia article. Afterwards I optimized the image with SVGO.
