v0.27.89

Operating system(linux, macos, or windows7/8/10?):

Windows

Expected Behavior

should upgrade version or release

Current Behavior

The version upgrade remains at 0% and I must manually download the tar.gz and then unzip.
I have seen this behavior in all previous versions. In MAC if it works correctly
