What steps will reproduce the bug?(重新问题的详细步骤)

只加载了系统环境变量，没有加载用户环境变量。导致部分软件会报错

What should have happened?(期望的结果)

两类环境变量都加载，或提供软件设置项让用户选择是否加载

Would this happen in other terminal app(是否能够在其他同类软件重现这个问题)

Windows Terminal是正常的
