What steps will reproduce the bug?(重新问题的详细步骤)

安装方式：为所有用户安装
查看安装目录下有locales目录下存在zh-CN.pak文件
但是启动 Electerm 界面所有文字都是英文；

What should have happened?(期望的结果)

期望自动根据系统语言显示中文。

Would this happen in other terminal app(是否能够在其他同类软件重现这个问题)
