https://getcomposer.org/ adresinden composeri indiriyorsun localde xampp kurulu olursa farklı bir ayar yapmana gerek kalmıyor sonrasında yükleme kodu ile yükleniyor. Bende composeri bilmiyordum anlamamıştım araştırdığımda çok basit olduğunu gördüm.
