Issue Description

When using a direct template with Dictate next signer enabled the next signer doesnt gets the signing request email, even when turned on. This only happens when dictate next signer is enabled, if this is turned off the issue disappears.

Steps to Reproduce

  1. Create a Direct Template
  2. Make it Public
  3. Set Signing Order and Dictate Next Signer to enabled
  4. Dictate a next signer
  5. See that you dont get a email even if email in template is turned on

Expected Behavior

Next signer should get a signing request email

Current Behavior

user currently doesnt gets a email

The issue only appears with the user after the one that created the document from the direct template. The third user gets the email again.
