Display the user's wallet balance and list of valid saved cards.
If the wallet balance is sufficient to cover the selected plan, enable the Create button.
If the wallet balance is insufficient but the user has at least one valid card on file, still enable the Create button.
If the user has neither sufficient wallet balance nor any valid payment method, disable the Create button and prompt them to add funds to their wallet or add a valid card in dFlow.
