We clone the folder list to present "folder pickers" in a few places (move/copy, and the folder management page). This inadvertently clones the "manage folders" link under the top level of the hierarchy. We need to filter these out when cloning, and if we have to fetch the top level list of folders from the server, filter the link out from there as well.
