Summary

Disable mailpit in AppHost (dev environment only)
Make TestingExpirationMonths public in BuildInfo
Inject CookieThemeService in MainLayout
Remove CookieThemeService from ProfileMenu constructor, add SetWcag(true) on theme toggle
Update NotifierConfigurationSelector: change icon to send, improve info text with <strong> formatting
Move ChangePassword submit button outside RadzenStack with top margin
Remove leftover debug code (var aa) in SystemReport ActionHelper, comment out ContentDescription
Add SPDX license header to site.css

Test plan

Verify app starts without mailpit
Verify theme toggle still works correctly
Verify ChangePassword button layout
Verify NotifierConfigurationSelector info text displays correctly
