Describe the bug
When we deploy app to environment which has no internet access, after a few seconds it keeps displaying Resource Error versions_load_fail and the retry key does nothing and we have to reload the page.

To Reproduce
Steps to reproduce the behavior:

Open app in a client with no internet access
Stay on any page for a few seconds
See error

Desktop (please complete the following information):

OS: [ubuntu]
Browser [opera]
Version [99.0.4788.13]

Additional context
Add any other context about the problem here, e.g. error log.
