Description

We're running the recent 25.1.2 CloudBeaver Community Docker image. We have "Enable private connections" disabled and while that does keep the "New Connection" option from showing on the "Start" page, the "New Connection" icon still shows up in the toolbar for regular Users.

Steps to reproduce

A normal user clicking the icon gets a "New connection" pop-up (where the db driver is selected) but once that driver is selected a "Project is not found" message appears.

Expected/Desired Behavior

I would think the "New Connection" icon would be hidden from the toolbar for non-admin users when "Enable private connections" is disabled. No new connection is created so this is more aesthetic than anything else.
