缺陷描述 / Description

错误提示：
failed to upload certificate file: failed to execute sdk request 'cdn.ListCertInfo': status: 0, code: OperationDenied.ServiceStopped, message: 服务处于停用状态，不支持该操作。

复现步骤 / Steps to reproduce

选择推送证书到火山引擎，然后执行，就失败了
