提供商开启了忽略SSL，工作流日志报错

复现步骤 / Steps to reproduce

1、添加提供商（宝塔 https://ip:port 开启忽略 SSL/TLS 证书错误）
2、添加工作流-申请证书、部署证书到宝塔面板-网站
3、手动执行
4、日志报错failed to execute sdk request 'bt.SiteSetSSL': baota api error: 没有服务器配置文件，请检查是否开启了外网映射！
