After running act, within act/actions-setup-node@v1 there is a .git folder. There's an IntelliJ bug where even if I ignore the act folder, it still lists files produced by act as a detached head. I know this is an IntelliJ bug, but perhaps the actions-setup-node folder probably shouldn't have .git information anyway.

Ok, I can add act as a source root in (File | Settings | Version Control) with VCS set to 'none' and this works around the problem.
