Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?

act-bin(which is prebuilt) andact-git(which is completely out-of-date), but noact.Why was it removed?

Ah I see, thanks for the clarification.
It is not yet in the Manjaro stable repository, that's why I haven't noticed it.
