Can you provide the link of a track with this option? This might be tricky to implement if it's locked per region.

Turns out Spotify mobile take translated lyrics from Musixmatch, and they have a API

Viewing lyrics on Spotify not only allows you to view them in English, but also allows you to view lyrics from other languages on selected songs and playlists. You can use the third-party tool ViWzard Spotify music converter to download songs offline.
