Describe the bug
We want to deploy ScreenToGif with our manamgent tool and the software is installed with system rights.

The installation is successfull but as mentioned in bug #1258 the parameter for desktop icon and startmenu entry will not be created.
But there is another problem. The uninstaller is not implemented correctly.
In the "program and features" in the control panel the "screentogif" programm is missing.
Also the uninstaller in the install folder is not working (i get the information that this command only works for installed programms).

In the uninstall regkey the software is listed but i can only uninstall the user with the system account.

The same problem is with a dynamic admin account during the deployment.

The problem does not occur if i install the msi manually with right click -> run as administrator and enter my admin permissions

Steps to reproduce the behavior:

Install MSI as system account or with a software deployment tool
in control panale -> programs and feautres the screentogif is not listed
Uninstaller in the install folder is not working

Expected behavior
ScreenToGif should be visibile in the control panel -> programs and features

OS: Windows 10 22H2
