I tested all the video formats and webp, only gifs seem to work correctly. Some (mp4) ignore the frame (show previous instead), others jump to the end of the video if they're at the end and/or the frame only flashes briefly. I think in the latter it might actually be they're not respecting the frame duration. I would have to test further to be sure.
