It appears that the installer doesn't show the UAC popup when the "Add the shortcut to all users" option is disabled, even though the default installation path is set to Program Files (which requires the app to be running as Administrator to modify anything). Having the option unchecked results in failure down the road saying that it failed to access the folder.

Ideally, it should ask for UAC when it's being installed on folders that are known to require admin rights, or at least the program files folders.
