the installation msi fails with the following details. it does not seem to modify the system at all (old version still installed). I saw this error on two machines. one had an old one installed, the other did use the portable version before. clickng "continue" on the .net error box just opens an black empty installer windows, not doing anything. Windows 10 1809.
