When i record whole screen by using new recorder UI, the pre-start feature doesn't work, and shortcuts doesn't also work after recording starts.

The shortcuts bug was fixed.
The pre-start countdown works for me, you must press the red circle button in order to start the recording.

If pre-start is enable and record-mode is
Screen, recorder ui is hidden directly and can't see the countdown. You should show the countdown and recorder ui before starting to record (just like record-mode is other mode).@NickeManarin commented on GitHub (Aug 17, 2020):
Fixed.
If there's no space for the capture controls to be displayed during recording, a splash window will appear, with a countdown.
This will appear whether you have enabled or not the pre-start countdown, but it will use the pre-start countdown value.
