Description

It's important to support a Bypass Proxy list in the External Proxy, so it doesn't proxy traffic from localhost (127.0.0.1 or 0.0.0.0). It's the same feature as a bypass list from Proxies in Network Preference,

Acceptance Criteria

Implement a Bypass list for the external proxy.

For the sake of simplicity, we introduce the "Bypass for localhost", which fixes the user problem 👍
