Description

If we disable all Analytic and Crashed Report in Preference -> Privacy, AppCenter still sends the first message to AppCenter Service, which includes the user's general Macbook and OS information. We should fix it.

It turns out that as soon as we register the AppCenter service, AppCenter will send a message to its server even though it's disabled later.

Acceptance Criteria

  • Make sure there is no Analytic & Crash Report if it's disabled
