At first I fixed this bug in the settings, but then it spread to the main screen. When you hover over an area, the elements move or get replaced, making navigation difficult.

You should check your graphics driver. This looks like a GPU or Graphics driver issue.

GPU - Nvidia GeForce 9600GT, latest driver from 2016. I not try on another pc, but only NTify have this bug.

I never tell java to draw seizures. Did it work on a different pc?
