I tried both HWID and KMS both of them gave me the same error.
[Windows 10 Enterprise LTSC 2019 Evaluation | 17763] HWID Activation is Not Supported.

@rendaoer also I forgot to ask does it show the watermark after activating? and what does it say in Settings > Update & security > Activation

It still gives me this error:
[Windows 10 Enterprise LTSC 2019 Evaluation | 17763] HWID Activation is Not Supported.
Evaluation Editions cannot be activated. Install full Windows OS.
I downloaded the ISO from:
https://www.microsoft.com/en-us/evalcenter/evaluate-windows-10-enterprise
