If you are talking about legally licensed activation then it's not.

However, in this script, the online KMS and HWID activation method work
exactly as how legally licensed genuine activation is supposed to work and
Microsoft doesn't treat/detect these activations any different in the
context of the working of the system.

On the other hand, the KMS38 activation method is an unofficial trick to
enable activation till the year 2038. This method doesn't exist in
officially supported activation methods.
