Not sure what you want to achieve, if you want to:

  1. Add entitlement like push notification to apps inside LiveContainer installed by free dev account: No you can't
  2. Sign LiveContainer with ADP certs to enable push notification: You can try the latest nightly build, import certificate, enable "Fix File Picker & Local Notification" for all apps.
  3. Enable local notification to apps inside LiveContainer: Enable "Fix File Picker & Local Notification"
