how to generate the Info.plist.in in docker-osx？

I try to install Xcode, but the system say it must be macOS 11.0 or later

Jump to sickcodes/docker-osx:big-sur I think there are some issues at the moment and I will try and fix them today but I've got two defcon talks coming up that need to be done in 9 days, so I'll try fix it today.

Also waiting for Monterrey to release so we can add that un-officially as I would not like to violate the beta terms.

Or I may ask Apple if we can have a copy for security research purposes
