Using 70% of the world's torrent traffic to crush censorship.
libtorrent qBittorrent torrent is the largest traffic volume in the world, and integrating Cloak would be a serious blow to ISP censorship.

Maybe Cloak still needs
Fast flux -- https://en.wikipedia.org/wiki/Fast_flux
Domain generation algorithm -- https://en.wikipedia.org/wiki/Domain_generation_algorithm
