I can set "Shift" double tap, but it doesn't work.

On Sonoma, it also happened and found the solution.

  1. Go System Settings > Privacy & Security > Accessibility
  2. Disable Clipy
  3. Enable Clipy again
  4. Quit Clipy from the menu bar
  5. Open Clipy
