Describe the bug
Deleting items from the list of License Exclusions does not actually delete them

To Reproduce
Steps to reproduce the behavior:

Go to Settings > Licenses
Click on trash can icon to delete an item
You will get a message saying deletion was successful
However, license item is not removed and even refreshing the page does not show removal
In fact, you cannot add that license again without getting an error, in case you want to prove it is still there on the backend tables

Expected behavior
Item is removed.
